This lead to him performing highly unethical and illegal research on fusing Artificial Intelligences with elite human operatives, which ended in plenty of deaths and more than a couple of breakdowns of sanity. It's mentioned that entire sections of ethics law regarding AIs were added and rewritten once the full extent of what he had done was revealed.
