It should be a Useful Note -- and it's a very specific historical entry about the end of the Cold War. The Great Politics Mess-Up, on the other hand, is a trope in which a radical historical upset -- like the end of the Cold War, but not limited to it -- is unanticipated in works created beforehand, which assume that Status Quo will continue to be God and end up looking silly or strange for it after the fact. The Great Politics Mess-Up is basically "History Marches On" while Hole in Flag is "Here is how history marched on in 1989".
