When you interact with him at the start of the Vanishing Journey storyline, he is the same power level as you are, as this is where he made the bad choice - challenging the Black Mage after taking a shortcut that let him bypass the entire Arcane River. Now, monsters in the Arcane River all have something called Arcane Force ratings. If the player character's Arcane Force rating does not equal or exceed that of a monster’s, he does less damage to the monster and takes more damage from it, the amount proportional to the difference in ratings; no doubt, the player still remembers the difficult time he had hunting Happy Erdas (the weakest mob in the Arcane River, with an Arcane Force rating of 30), the Quest Giver requiring them to do so as an “acid test” for the new area. When Kao tells the player what his mission is, the player is at the exact spot where Kao made that bad decision, and can have a maximum of 50 Arcane Force rating and is likely lvl 200 or slightly higher. Which means Kao had the same rating at the time. The Black Mage is the strongest monster on the Arcane River, as befits the Final Boss, his Arcane Force Rating being a whopping 1320, and in order for the player to get that much requires exploring the Arcane River to its fullest and completing months worth of daily quests to max out his own Arcane Force and rise to at least Level 255.
