Capt'n Crazy is a German comic strip by Matthias Schäfer which appeared in the comic magazine Comicaze (from Munich) and on the review site highlightzone. It's about the life of Capt'n Crazy and his roommate / friend Hugo, the rat.

Tropes:

The Alcoholic: Capt'n and Hugo, played for laughs.
Amusing Alien: The Capt'n. Actually, this was a late development - for a long time, even the author wasn't sure WTH the Capt'n actually is.
Blind Without'Em: Conrad, Captn's brother, is even almost-blind with em.
Breaking the Fourth Wall: Occasionally, the author appears in the comic and comments the situation.
Deadpan Snarker: Hugo, the rat.
