Partly explained by Assassin, who is by his own admission a fictional character, as a reverse of the hero making the legend. This still doesn't explain how a mage is able to acquire the legendary artifact needed to summon the specific hero, such as Gilgamesh's: the fossilized remains of the first snake to shed its skin (tied to a legend about his quest for immortality).
